McCain missed six of the nine votes, while Obama was absent only for four of the votes.McCain landed his D mostly because the report card scores are based on how often legislators voted in favor of pro-veteran positions. All of the bills were equally graded except the 21st Century GI Bill, which was doubled because it was vital. Obama co-sponsored the bill, but McCain, did not support the final version of the bill, and to make matters worst McCain went to a fundraising in California, and missed the vote.Tom Harkin, D-Iowa, received the highest rating, an ‘A+’.
